How to have the court review a decision made by an administrative agency of the government (Writ of Administrative Mandate)

Do you think that an administrative agency of the government (such as DMV, Workers' Compensation Appeal Board, Deptartment of Housing & Community Development, etc.) made a decison that oversteped their jurisidiction, or made a serious error of law, or abused its discretion in determining the facts? You must file a Writ of Administrative Mandate with the court asking them to review the administrative agency's decision.
